October 29, 2023 Detailed Description DUTIES &
Responsibilities:
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
Provides assistance in the management of financial affairs, particularly those related to the various grants for which HR has some or all responsibility, including, but not limited to, the FIRST/TIF program, Teacher Evaluation (Bill & Melinda Gates Foundation), Race to the Top (RTTT), Principal Pipeline (Wallace Foundation), and Title II; Responsible for the day-to-day financial operations of the grants and programs to which assigned; Prepares purchase requests, orders, travel-related documents, and other documents related to the administration of the grants/programs; Provides assistance in preparing the budgets related to the various grants/programs and analyzing the expenditures; Works closely and cooperatively with independent auditors to assure compliance with state and national standard accounting procedures including conformance with GOFA and GASB, as needed; Recommends policies and procedures to comply with and provide assistance in implementing the independent auditor's recommendations, and all applicable laws and regulations; Monitors the financial portion of the grants/programs, in order to ensure that all program managers and staff are ensuring appropriate spend-down of grant funds; Prepares financial and other reports required by leadership, and by request from the auditors and grantors; Works with administrators and department heads regarding the proper implementation of system policies in record keeping, budget development, and expenditures of funds; Helps in preparation of State and Federal reports, tax reports and the necessary reporting for State and Federal grants; Performs special duties and projects as requested by the Director of Human Capital Management or Chief of Human Resources; and Perform other duties as assigned.
Job Requirements
Qualifications:
The requirements listed below are representative of the knowledge, skill, and/or ability required.
At least two (2) years of experience which must include the application of accounting principles and practices; and/or supervision of staff; Considerable knowledge of the principles, practices and techniques of business administration, specifically including accounting, personnel management, and planning with application in some or all of the following areas:
institutional administration, plant maintenance, food services, transportation, security, and purchasing administration; Demonstrated ability to effectively supervise or direct a staff; administer a program involving coordination of a wide variety of activities including accounting/financial functions; analyze and prepare recommendations on a variety of activities; Prepare written reports and recommendations; Ability to administer automated student records systems; Ability to work effectively with all levels of school employees, students, parents and the general public; and Excellent oral and written communications and human relations skills.
EDUCATION REQUIREMENTS:
Graduation from an accredited four-year college or university with a major in Business Administration or a related field which includes course work in the following areas:
principles of accounting; administration; supervision; institutional administration; planning; personnel management; information systems; or purchasing administration.
